Flood hazard assessment and zonation of the Medinas river catchment (Tucumán, Argentina)

Sumario:The Medinas river catchment is located in the province of Tucumán, northwestern Argentina. The catchment coordinates are: 27º 11' S.L. \ 66º 12' W.L. for the north-western corner, and 27º 28' S.L. \ 65º 24' W.L. for the south eastern one. The Medinas river is formed by the confluence of the Cochuna and Las Cañas rivers, at 600 m.a.s.l., on the Nevados del Aconquija Mountain Range footslope. Situated east of the Andes, the area is in the humid sub-tropical zone. In the study area, river flooding occurs repeatedly (almost every year), causing loss and damage to property, decreasing agricultural production rates, causing soil erosion, uncontrolled sedimentation, and bank erosion; what in a broad sense, causes deterioration in the standard of living of the local population. The cost of this flooding, in terms of direct and indirect economic, and socio-economic effects, in addition to the physical destruction that occurs, has not been assessed. Relevant amount of money, at present invested in relief supplies for flood-ravaged communities, compensation for affected farmers, and protection works, could be saved if flood mitigation measurements could be taken in advance. Investments to prevent flooding, account of provincial government for the 1993-95 period, reaches as high as US$ 67,637, for flood protection works of the Medinas river. The social and economic crisis occurring in the province of Tucumán, claims for urgent mitigation measurements to be taken about the flooding problem. In order to mitigate flooding effects, it is essential to have maps compiling the flood characteristic (extent, depth, duration, frequency, intensity), as well as, be aware of the causes and processes responsible for such flooding. Since these primary elements were not available, they were produced through this work. With the availability of these data, was possible to carry out the flood hazard assessment and zonation. The necessity of flood hazard assessment and zonation became clear after the devastating floods of 1986 and 1992 (the largest floods on record). In this work, a Geomorphic Approach to flood hazard assessment and zonation has been chosen. The approach integrates both: geomorphological data with indirect flood data; gathered from remote sensing imagery, fieldwork data, and reports. Due to the absence of detailed topographic and hydrological data. The flood hazard zonation map could be refined when more flood and hydrological data (recurrence interval, discharge data) area available. The study intends to set out a basis for future hazard mapping, and mitigation programmes in the region, since little (or even none) has previously been done. By using the flood hazard zonation map, damage assessment, and planning of emergency and relief operations could be done.
